hi when i put in the ip to the server it says fail to connect could the problem be that theres noting in the server cfg

the server turns on its just that when i put the ip in to connect it says Failed to fetch server variables. Failed to connect to 5.9.8.124 port 12686: Connection refused - CURL error code 7 (Couldn't connect to server)
